    Управління спроможністю територіальних громад в умовах війни: стратегічні пріоритети сталого розвитку та багаторівневого управління

    У роботі досліджено теоретичні і практичні аспекти забезпечення спроможності територіальних громад в умовах війни та визначено їх роль у досягненні сталого розвитку в кризових суспільно-економічних обставинах. На основі системного аналізу узагальнено наукові підходи до трактування категорій «спроможність територіальної громади» та «сталий розвиток», що дозволило уточнити їх змістове наповнення та визначити ключові компоненти, які впливають на здатність громад ефективно функціонувати в умовах підвищених ризиків і ресурсних обмежень. Здійснено оцінку сучасного стану функціонування територіальних громад у період повномасштабної війни, що дало змогу з’ясувати рівень їх адаптивності, стійкості та інституційної зрілості. Встановлено, що воєнні події спричинили значні зміни у сфері управління, фінансів, кадрового забезпечення, соціальної політики та розвитку інфраструктури. Виокремлено комплекс ключових викликів, серед яких: нестабільність фінансових надходжень, руйнування матеріально-технічної бази, зростання соціального навантаження, зниження економічної активності та зростання безпекових загроз. У дослідженні проаналізовано сучасні управлінські механізми, що застосовуються громадами для забезпечення стійкого функціонування в кризових умовах. Особливу увагу приділено стратегічному плануванню, програмно-цільовому підходу, розвитку партнерств, залученню зовнішніх ресурсів, необхідності цифровізації управління. Оцінено їх ефективність та визначено чинники, що обмежують потенціал їх застосування на місцевому рівні. На основі проведеного аналізу сформульовано стратегічні напрями підсилення спроможності територіальних громад, спрямовані на забезпечення сталого розвитку навіть за умов тривалих кризових викликів. До них віднесено розбудову інституційної та фінансової стійкості, модернізацію критичної інфраструктури, диверсифікацію економічної бази, посилення безпекових компонентів та розширення співпраці держави, бізнесу та громадськості. The diploma thesis addresses a relevant scientific problem concerning the theoretical and practical examination of the capacity of territorial communities under wartime conditions and the identification of their role in achieving sustainable development within a crisis-driven socio-economic environment. Based on a systemic analysis, the research generalizes scientific approaches to interpreting the categories of “territorial community capacity” and “sustainable development,” which makes it possible to clarify their conceptual content and determine the key components influencing the ability of communities to function effectively under conditions of heightened risks and resource constraints. The study provides an assessment of the current state of territorial communities during the period of full-scale war, enabling the identification of their levels of adaptability, resilience, and institutional maturity. The findings show that wartime realities have substantially transformed governance practices, financial stability, human resource provision, social policy implementation, and infrastructure development. A set of critical challenges has been identified, including financial instability, destruction of material and technical assets, increasing social burden, reduced economic activity, and escalating security threats. The thesis analyzes contemporary management mechanisms applied by communities to ensure stable functioning under crisis conditions. Special attention is given to strategic planning, program-targeted management, partnership development, attraction of external resources, and the need for digitalization of administrative processes. Their effectiveness is evaluated, and the factors limiting their applicability at the local level are identified. Тhe thesis formulates strategic directions for strengthening the capacity of territorial communities, aimed at ensuring sustainable development under prolonged crisis conditions. These directions include the enhancement of institutional and financial resilience, the modernization of critical infrastructure, the diversification of the economic base, the strengthening of security-related components, and the expansion of cooperation among the state, the business sector, and civil society.
