    УПРАВЛІННЯ ПІДПРИЄМНИЦЬКИМИ РИЗИКАМИ ІНДУСТРІЇ ГОСТИННОСТІ НА МІСЦЕВОМУ РІВНІ В УКРАЇНІ

    Дослідження присвячене питанню розвитку підприємницької діяльності та управлінню підприємницькими ризиками у сфері гостинності в умовах воєнного стану, оскільки військово-політичні та економічні виклики вимагають новітніх актуальних підходів до оцінки ризиків діяльності бізнесу. В ході дослідження проаналізовану діючу нормативно-правову базу, яка регламентує діяльність суб’єктів господарювання, у тому числі індустрії гостинності, визначено її позитивні сторони та недоліки і неузгодженості. У сучасних умовах господарювання зміни, які відбуваються в економічному чи політичному аспекті є джерелом невизначеності, як приватного бізнесу так і функціонування органів місцевого самоврядування та мають вплив на недосягнення очікуваних від діяльності результатів, тому використання підходів ризик-менеджменту є запорукою їх успішного розвитку. В ході дослідження визначено сутність ризику через його невизначеність, можливість та небезпеку. Обґрунтовано, що управління ризиками це комплекс заходів, які спрямовано на їх мінімізацію фінансових втрат бізнесу у зв’язку з настанням несприятливих подій. Встановлено, що використання підходів ризикменеджменту актуально, як для суб’єктів підприємництва так і для органів місцевого самоврядування на всіх етапах ухвалення стратегічних і тактичних рішень. У період воєнного стану з метою підтримки бізнесу та сприяння у розміщені внутрішньо переміщених осіб та бізнесу у Львівську область з інших регіонів України де відбуваються активні бойові дії за ініціативи керівника Львівської обласної військової адміністрації та керівників відповідних територіальних розробляються програми соціальної та економічної підтримки бізнесу. Такий підхід дозволяє забезпечити системність та цілісність управління ризиками в системі місцевого самоврядування, тобто керівники громад та суб’єктів підприємництва у своїй діяльності мають враховувати всі аспекти розвитку громади виходячи не тільки із одномоментних інтересів та потреб громади, а й створювати стратегічні програми її розвитку із врахуванням інтересів бізнесу. The study is devoted to the issue of business development and business risk management in the field of hospitality under martial law conditions, as military-political and economic challenges require the latest, up-to-date approaches to business risk assessment. In the course of the study, the current legal framework, which regulates the activities of business entities, including the hospitality industry, was analyzed, its positive aspects, shortcomings and inconsistencies were determined. In modern economic conditions, changes that occur in the economic or political aspect are a source of uncertainty for both private business and the functioning of local self-government bodies and have an impact on the failure to achieve the expected results from activities, therefore the use of risk management approaches is a guarantee of their successful development. In the course of the study, the essence of the risk was determined due to its uncertainty, possibility and danger. It is substantiated that risk management is a set of measures aimed at minimizing business financial losses in connection with the occurrence of adverse events. It has been established that the use of risk management approaches is relevant both for business entities and for local self-government bodies at all stages of strategic and tactical decision-making. During the period of martial law, social and economic business support programs are being developed at the initiative of the head of the Lviv Regional Military Administration and the leaders of the relevant territorial units in order to support business and facilitate the relocation of internally displaced persons and businesses to the Lviv region from other regions of Ukraine where active hostilities are taking place. This approach allows to ensure the systematicity and integrity of risk management in the system of local self-government, that is, leaders of communities and business entities in their activities must take into account all aspects of community development based not only on the one-time interests and needs of the community, but also create strategic programs for its development taking into account business interests.

    ОЦІНКА ТУРИСТИЧНО-РЕКРЕАЦІЙНОГО НАВАНТАЖЕННЯ ТА РОЗВИТКУ ТУРИСТИЧНОЇ ІНФРАСТРУКТУРИ НА ТЕРИТОРІЇ РУДКІВСЬКОГО ДЕНДРОПАРКУ

    У статті підкреслено актуальність збереження унікальних природних об’єктів, таких як Рудківський ден-дропарк, з огляду на важливість взаємодії людини з навколишнім природним середовищем. Здійснено оцінку туристично-рекреаційного навантаження та туристичної інфраструктури на території дендрологічного парку “Рудківський”, визначення антропогенного впливу і розробки рекомендацій для збалансованого розвитку та збереження природних та естетичних цінностей, а також адаптації до змін клімату. У результаті проведеного дослідження було запропоновано органам місцевого самоврядування здійснити відновлення архітектурно-планувальної структури та реконструкцію дорожньо-стежкової мережі, яка перебуває у незадовільному стані. Для збільшення туристичної привабливості Рудківського дендропарку подані рекомендації щодо покращення туристичної і рекреаційної привабливості дендропарку та сприяння екопросвітницькій діяльності населення і туристів. The Rudkivskyi Dendrological Park is located 40 km from the city of Lviv. It is situated on the outskirts of the town of Rudky in the Sambir district, in the Zhuravnyk area, which lies in the southeastern part of the town, near the Rudky railway station. This unique territory combines scientific and historical-cultural interest with recreational appeal and is intended to preserve, study, and implement valuable ornamental species in green construction and forestry. The total area of the park, which covers 59 hectares, includes the dendrarium (11.8 hectares) and the forest massif (47.2 hectares), which is organically integrated into the city’s forest-park zone. The presence of three small wetlands adds biodiversity and ecological value to the landscape. Its convenient location, within walking distance for residents, makes the park a popular place for rest and recreation. The developed infrastructure around it (private estates, a railway station, poultry farm lands, and an asphalt road) highlights its integration into the urban environment. Considering the growing interest in such natural objects, there is a need for a comprehensive study of their potential and vulnerability. Assessing the tourist, recreational, and infrastructural load helps to determine the level of anthropogenic impact, evaluate the ecosystem’s resilience, and outline the prospects for the balanced development of the dendropark. The article emphasizes the importance of preserving unique natural objects, such as the Rudkivskyi Dendropark, in light of the significance of human interaction with the environment. It provides an assessment of the tourist, recreational, and infrastructural load on the dendropark to determine anthropogenic impact and develop recommendations for balanced development and the preservation of its natural value. As a result of the conducted research, it is suggested that local authorities restore the architectural-planning structure and reconstruct the road and trail network, which is currently in an unsatisfactory condition. To increase the tourist appeal of the Rudkivskyi Dendropark, the article offers recommendations for improving the park’s tourist and recreational attractiveness and promoting environmental education for both the local population and tourists.
